I'm writing this journal based on results from my own poll: at least 80% of artists choose to upload their artwork in PNG format. Because we care about image quality! Here's how DeviantArt is treating YOUR art: Whenever you upload your artwork as a PNG image of any size or quality of your choosing, and then set the Display resolution of the deviation to be LOWER than the image's original size dimensions, DeviantArt WILL convert your image to a JPG in the process of changing sizes.
